The California Governor’s Office of Emergency Services (Cal OES) Post-Disaster Safety Assessment Program (SAP) relies on volunteers to assist local governments in assessing the safety of their built environment following a natural disaster. The SAP and ATC evaluation procedures are internationally recognized standards for performing post-disaster building safety assessments and have been approved by FEMA’s Office of Domestic Preparedness. The training incorporates material from ATC-45 Safety Evaluation of Buildings after Windstorms and Floods, and the California Office of Emergency Services (Cal OES) Safety Assessment Program (SAP). Once a class is completed, attendees may register to become a nationally recognized Cal OES SAP certified member.
The primary objective of the ATC-45 training is to teach participants how to use the 132-page Field Manual, which provides guidelines and procedures for conducting post-windstorm and post-flood building safety evaluations. The ATC-45 Field Manual is an adaptation of the ATC-20 methodology, incorporating other relevant procedures. It is intended for use by building officials, design professionals, facility managers, and emergency response personnel who are tasked with determining whether damaged or potentially damaged buildings are safe for occupancy after windstorms and floods.
This instructor-led training course is an in-person program designed for building officials, design professionals, facility managers, and emergency response personnel. Participants must attend the training in person from start to finish at the scheduled time to earn a certificate of completion.
The registration fee includes a box meal (choice of chicken, beef, or vegetarian) and a hard copy of the ATC-45 Field Manual (valued at $27). Registration closes on March 7, 2025—ten (10) business days before the course start date of March 20, 2025.

Cancellation Policy
Registrants who cancel within seven (7) business days of the training start date will be charged the full registration fee. Participants who cancel before this period are eligible for a full refund. This training requires a minimum of 30 registrants to cover event expenses. The ASCE Golden Gate Branch reserves the right to cancel the training if there are insufficient registrations.
